Local and Regional Waivers
The Labor Demand Occupations List is used to identify the occupational skills training programs that are eligible for Individual Training Accounts (ITA). However, starting July 1, 2022, local and regional waivers to the Labor Demand Occupations list may be requested by Workforce Development Boards.
Workforce Development Boards requesting a waiver should adhere to the following guidelines:
- Only Workforce Development Boards may request local and regional waivers.
- Waivers must demonstrate sufficient local or regional demand for an occupation that does not appear on the Labor Demand Occupations List. This can be demonstrated by either of the two methods below:
- Letters from at least two employers attesting to the number of people they have hired in the past year in that occupation and to their projected need in the years ahead.
- Local or regional labor market information indicating a stronger demand for the occupation than the statewide data suggest. The New Jersey Department of Labor's Office of Research and Information is happy to assist with providing this information. - Mail or email complete local or regional waiver requests to Center for Occupational Employment Information, New Jersey Department of Labor and Workforce Development, PO Box 057, Trenton, New Jersey 08625-0057.
Determinations to local and regional waiver requests will be made by the Center for Occupational Employment Information within 30 days of receipt. No ITAs should be distributed for training programs that prepare individuals for occupations not on the Labor Demand Occupations List until formal approval is received.
