Court Orders White House to Comply with Funding Restoration
February 10, 2025 – A federal court has ruled in favor of a motion brought by attorneys general in 22 states and the District of Columbia, requiring the immediate restoration of frozen federal funds. The court determined that the administration had improperly continued freezing funds despite a prior Temporary Restraining Order (TRO) barring such actions. The ruling mandates that the defendants comply with the TRO, unfreeze funds, and resume disbursements, especially those related to the Inflation Reduction Act and Infrastructure Improvement and Jobs Act.

February 6, 2025 - As result of the rescission of the NEVI Formula Program Guidance, FHWA is also immediately suspending the approval of all State Electric Vehicle Infrastructure Deployment plans for all fiscal years. Therefore, effective immediately, no new obligations may occur under the NEVI Formula Program until the updated final NEVI Formula Program Guidance is issued and new State plans are submitted and approved.

February 5, 2025 - New Jersey secured an estimated $22.155 billion in federal revenue in FY2024, which supported 609 State-administered programs, according to a first-of-its-kind report released by the state’s Grants Management Office (GMO). Federal funds awarded to New Jersey were down slightly from the prior year due to the expiration of some COVID funding programs, however funding was still 56 percent higher in FY2024 than in FY2019, the last fiscal year before the COVID-19 pandemic. This increase is a testament to the proactive efforts of New Jersey’s agencies to pursue new federal funding opportunities. Read the full report here.

Secretary’s Order Calls for Changes to Competitive Grant Allocation Priorities
Last week, the Department of Transportation (DOT) issued an order mandating that DOT policies, programs, and activities be based on economic analysis and positive cost-benefit calculations. The order also directs that DOT programs should give preference to communities with marriage and birth rates higher than the national average. This order should not affect formula grant distributions.

Temporary Pause of Agency Grant, Loan, and Other Financial Assistance Programs
January 28, 2025 - The Office of Management and Budget (OMB), issues Memo M-25-01, which temporarily pauses federal agency grant, loan, and other financial assistance programs. The pause is designed to allow federal agencies to align their financial assistance programs with the new Administration’s priorities.

January 23, 2025 - Governor Phil Murphy and Attorney General Matthew J. Platkin today announced that up to $14.5 million in grant funding will be distributed to twenty-seven (27) organizations to support New Jersey’s Community-Based Violence Intervention (CBVI) Program. Funding for this initiative has been made possible through the State’s Fiscal Year 2025 Budget, primarily from the Cannabis Regulatory, Enforcement Assistance, and Marketplace Modernization Fund, as well as through federal American Rescue Plan funds. To date, the Department of Law and Public Safety’s (the Department) total commitment to community violence intervention efforts, which includes CBVI, Hospital-based Violence Intervention Programs, and Trauma Recovery Centers, now nears $130 million.

January 17, 2024 - The U.S. Department of Housing and Urban Development (HUD) announced nearly $3.6 billion in Continuum of Care (CoC) program awards for nearly 7,000 projects that provide housing assistance and supportive services to people experiencing homelessness, as well as costs related to planning and data collection. As a result of HUD extending application deadlines for disaster impacted areas, this is the first of two FY 2024 CoC award announcements. New Jersey was awarded a total of $66,338,175.

January 14, 2025 – The National Endowment for the Humanities (NEH) announced $22.6 million in grants for 219 humanities projects across the county. These projects will foster discovery, education, and innovative research in the humanities. New Jersey was awarded a total of $379,998.

National Endowment for the Arts Supports the Arts with Nearly $36.8 Million in Funding Nationwide
January 14, 2025 - The National Endowment for the Arts (NEA) announced 1,474 awards to support the arts in communities in all 50 states. New Jersey was awarded a total of $365,000.

January 9, 2025 - The New Jersey Department of Education (NJDOE) today announced the award of a grant to help New Jersey teachers receive the training and tools they need to identify the signs of suicidal behavior among youth and connect students with support. The $550,000 federally funded grant, designed to support the launch of the Youth Suicide Prevention and Awareness Campaign, was awarded to the Society for the Prevention of Teen Suicide (SPTS), a nonprofit created by two Monmouth County fathers who each experienced the devastating loss of a child by suicide.

HUD Invests Over $140 Million to Support Families Achieving Economic Self-Sufficiency
January 6, 2024 - The U.S. Department of Housing and Urban Development (HUD) announced over $140 million in funding to 836 existing grantees through the Family Self Sufficiency (FSS) Program. These awards will fund 1,537 service coordinator positions across the country. The FSS program provides grants to public housing agencies and multifamily property owners to support the salary of program coordinators. These coordinators assist participating families to capitalize on their housing assistance by connecting them with training and services to improve their economic self-sufficiency. Thirty- four NJ Housing Authorities received a combined total of $3,858,722.

HHS Awards $10 Million for New Community-Based Maternal Behavioral Health Services Grant Program
December 31, 2024 - the U.S. Department of Health and Human Services (HHS), awarded $10 million for the Community-Based Maternal Behavioral Health Services Program, a new grant program supporting the behavioral health of pregnant and postpartum women. Behavioral health conditions, such as postpartum depression, anxiety, and substance use disorder, affect about 1 in 5 pregnant and postpartum women in the U.S, and have negative impacts not only on the mother but also entire families. Lakewood Community Service Corporation was among the awardees receiving a total of $2,500,000.

December 30, 2024 - The U.S. Department of Labor announced the award of $65 million in grants to 18 colleges in 14 states to support programs that help community colleges scale affordable, high-quality workforce training to meet employers’ and workers’ skill development needs in critical industry sectors, such as advanced manufacturing, clean energy, semiconductors and biotechnology. Ocean County college was listed among the awardees recieving $5,742,966.

USDOT Final Rule Establishes Accessibility Standards for Pedestrian Facilities
December 18, 2024 - The U.S. Department of Transportation (USDOT) has issued a final rule to enhance transportation accessibility by providing clear and uniform standards for new construction and alterations of transit stops in the public right-of-way. This rule adopts the U.S. Access Board’s Accessibility Guidelines for Pedestrian Facilities in the Public Right-of-Way (PROWAG), ensuring compliance with the Americans with Disabilities Act (ADA).

December 12, 2024 - The U.S. Department of Labor announced its award of $99.3 million in grants to 71 organizations in 31 states. The grant will help provide training and employment services in its continuing effort to expand access to Registered Apprenticeships, prepare young workers for quality jobs and equip them with industry skills. December 10, 2024 – The USDA announced that it is investing $6.3 billion in rural and Tribal communities across 44 states to expand access to a clean and reliable electric grid, provide safe drinking water and create good-paying jobs. This includes investing nearly $642 million today to expand access to clean and reliable drinking water, sanitary waste disposal and storm water drainage for people in 41 states. New Jersey listed among awardees.

December 2, 2024 – The National Fish and Wildlife Foundation announced over $122.4 million in grants through the America the Beautiful Challenge. The grants announced will support landscape scale conservation projects. The New Jersey Department of Environmental Protection was awarded $3,500,000.

December 4, 2024 – As part of the Murphy Administration’s goal to provide New Jersey families with access to universal high-quality preschool, Governor Phil Murphy and Acting Education Commissioner Kevin Dehmer today announced the award of over $42 million in federal grant funding to build and expand preschool facilities in 22 New Jersey school districts.

October 7, 2024 - The Department of Defense today announced awards totaling $50.1 million to 98 university researchers at historically black colleges and universities (HBCUs) and minority-serving institutions (MIs) for the acquisition of research and scientific equipment. The grants, which range up to $800,000 individually, will support 21 HBCUs and 49 MIs, including one tribal college, across 26 states and the District of Columbia. Montclair State University was listed among awardees.

DOD Awards $43 Million to U.S. Universities to Purchase Equipment for Defense-Related Research
October 1, 2024 - The Department of Defense announced awards totaling $43 million to 112 university researchers under the Defense University Research Instrumentation Program (DURIP). The grants will support the purchase of major equipment at 64 institutions across 28 states in Fiscal Year 2025, helping them augment current and introduce new capabilities in defense-relevant research areas. Rutgers and Princeton University were amongst the awardees.

The New Jersey Department of Health and Human Services was awarded $68,788,243.

September 25, 2024 - The Energy Efficiency and Conservation Block Grant (EECBG) Program, will help local governments, improve energy efficiency, reduce greenhouse gas emissions, and lower overall energy use. NJ was awarded $2,414,180 to expand the state's Community Energy Plan Grant Program by providing local governments up to $250,000 each in competitive funds to implement projects that help advance their community energy plan. September 23, 2024 - The U.S. National Science Foundation announced an inaugural investment of more than $18 million to 44 multidisciplinary, multi-sector teams across the U.S. through the NSF Responsible Design, Development and Deployment of Technologies (NSF ReDDDoT) program. September 19, 2024 - The U.S. Department of Labor awarded $12.7 million to 102 nonprofits nationwide to fund education and training initiatives designed to create safer workplaces. Administered by the department’s Occupational Safety and Health Administration, funds from the Susan Harwood Training Grants Program will support the delivery of training and education on hazard awareness, avoidance and controls, and inform workers of their rights and employers of their responsibilities under the Occupational Safety and Health Act. The U.S. Department of Housing and Urban Development Announces $69 Million in New Investments
September 5, 2024 - The U.S. Department of Housing and Urban Development (HUD) announced $69.1 million in awards to properties across 10 states under its Green and Resilient Retrofit Program (GRRP) to support significant energy efficiency and climate resilience renovations in almost 2,000 homes. These Leading Edge grants and loans will increase energy and water efficiency, reduce climate pollution, generate renewable energy, reduce housing operating costs, promote the use of green building materials, and improve the quality of life for residents by making their homes more resilient to climate hazards. Northgate II located in Camden, NJ was awarded $5,640,000.

August 29, 2024 - The U.S. Department of Health and Human Services (HHS), through the Substance Abuse and Mental Health Services Administration (SAMHSA), announced $81.3 million in grant awards, including more than $16 million to support the integration of primary and behavioral health care. New Jersey received a total award of $2,439,522 from the Promoting the Integration of Primary and Behavioral Health Care: Collaborative Care Model, Prevention Technology Transfer Centers Cooperative Agreements and the First Responders – Comprehensive Addiction and Recovery Act Programs.

USDA Awards $801,000 to Promote Garden State Agricultural Products
August 23, 2024 - The USDA has awarded New Jersey agricultural organizations $801,000 in Specialty Crop Block Grants to fund 14 projects to benefit Garden State crops such as fruits, and vegetables, as well as horticulture and nursery. The grants are part of the United States Department of Agriculture’s (USDA) efforts to promote specialty crops in the nation and stimulate food and agriculturally based community economic development. Specialty crops include fruits, vegetables, tree nuts, horticulture, nursery crops and floriculture and account for more than 80 percent of the $1.5 billion in agricultural sales annually in the Garden State.

DOE Announces $41 Million for Technologies to Expand the Use of Renewable Power
July 31, 2024 - The U.S. Department of Energy announced $41 million for 14 projects to develop technologies, Renewable-to-Liquids, for harnessing renewable energy sources like wind and solar to produce liquids for sustainable fuels or chemicals that can be transported and stored as easily as carbon-intensive liquids like gasoline or oil. Carbon Bridge located in Newark, NJ was awarded $719,881.

AmeriCorps Announced Millions in Funding for Days of Service and Volunteer Generation Fund
July 30, 2024 - AmeriCorps has invested more than $14 million in federal funding to support 45 organizations focused on engaging community members in volunteer activities through the Volunteer Generation Fund and Days of Service. The Volunteer Generation Fund focuses on investments in volunteer management practices that increase both volunteer recruitment and retention. For the Volunteer Generation Fund, The NJ Department of State was awarded $579,360. For the Martin Luther King Jr. Day of Service, three organizations were chosen in NJ. EngageNJ was awarded $250,000. Jersey Cares was awarded $100,977, and Literacy New Jersey Inc was awarded $100,000.

July 29, 2024 - The U.S. Department of Energy (DOE) announced 21 new projects selected to receive $24 million from the Bipartisan Infrastructure Law to bolster the development of clean energy workforce training programs – with a focus on jobs that do not require a four-year degree – within union training programs, community colleges, and trade schools across the country. The County College of Morris was awarded $199,328 towards their HVAC-focused Industrial Training and Assessment Center.

July 26, 2024 – U.S. Department of Agriculture (USDA) announced today that USDA is partnering with farmers and small businesses to expand access to clean energy and lower energy bills through the Rural Energy for America Program (REAP) and the Rural Energy for America Technical Assistance Grant Program. Today, USDA is investing $163 million in loans, grants and technical assistance that will support 338 clean energy projects in 39 States and Guam. Many of the projects are funded by President Biden’s Inflation Reduction Act, the nation’s largest-ever investment in combating the climate crisis. New Jersey listed among awardees.

July 26, 2024 - The Department of Commerce and NOAA have recommended $72.5 million for a project in New Jersey to make the state’s coast more resilient to climate change and other coastal hazards. The project encompasses 16 coastal New Jersey counties. The awards are being made under the Biden Administration’s Climate Resilience Regional Challenge, a competitive, $575 million program funded through the nearly $6 billion total investment under the Biden-Harris Administration’s Inflation Reduction Act.

IMLS Announces $22.5M Investment in U.S. Library and Archival Services Initiatives
July, 25, 2024 - The Institute of Museum and Library Services (IMLS) today announced 85 awards totaling $22,533,904 to support libraries and archival services across the country. The FY 2024 awards were made through National Leadership Grants for Libraries and the Laura Bush 21st Century Librarian Program. The National Leadership Grants for Libraries program supports projects that address critical needs of the library and archives fields and have the potential to advance practice in these professions to strengthen library and archival services for the American public. Rutgers University, the Lawnside Historical Society, Inc., and The Pennsylvania Academic Library Consortium, Inc. were all among the listed awardees with combined funding totaling $282,780.

July 24, 2024 - In a continued effort to expedite the build out of a resilient and reliable electric grid, the U.S. Department of Energy (DOE) today announced 20 projects across 16 states selected to receive up to $371 million to accelerate the permitting of high-voltage, interstate transmission projects. These grants will help advance at least 16 high-impact transmission lines across the country supporting the deployment of reliable and affordable energy for consumers and creating good-paying jobs. The New Jersey Economic Development Authority will receive $50 million to catalyze civic engagement, workforce development, and economic mobility in New Jersey communities impacted by the development of offshore wind transmission projects.

A total of $1 million was awarded to a CCBHC in Ewing, NJ.

July 22, 2024 - As part of the Biden-Harris Administration’s Investing in America agenda, the U.S. Environmental Protection Agency announced selected recipients of over $4.3 billion in Climate Pollution Reduction Grants to implement community-driven solutions that tackle the climate crisis, reduce air pollution, advance environmental justice, and accelerate Americas clean energy transition. The grants will fund projects supporting the development of technologies and programs to reduce greenhouse gases and other harmful pollutions across the country. The New Jersey Department of Environmental Protection via the Clean Corridor Coalition was awarded $248 million.

Biden-Harris Administration Invests $325 Million in Housing and Community Development Improvements
July 16, 2024 - President Joe Biden and HUD Acting Secretary Adrianne Todman announced that the Biden-Harris Administration is awarding $325 million in Choice Neighborhoods Implementation Grant funding to seven communities to build more homes and revitalize neighborhoods that have been left behind. The awards will redevelop distressed housing with high-quality mixed-income options, while also providing residents with services focused on income, health, and education. Grant funds may also be used for neighborhood improvements which promote economic development and spur additional private investment. Trenton Housing Authority was awarded $15,625,191 and Camden Housing Authority was awarded $2.5 million.

USDA Makes Record-Breaking $14.3 Million Investment in Farm to School Grants
July 15, 2024 – Agriculture Secretary Tom Vilsack today announced that USDA is awarding a record-breaking $14.3 million in Patrick Leahy Farm to School Grants to 154 projects in 43 states, the District of Columbia, Guam and Puerto Rico. These investments will help 1.9 million children eat more tasty, nutritious foods in school, while supporting farmers and producers in their local and regional communities. July 11, 20024 - The U.S. Department of Housing and Urban Development (HUD) announces 97 communities that have been selected to participate in the ConnectHomeUSA (CHUSA) initiative, bringing training and technical assistance to help communities access affordable internet access, affordable devices, and digital skills training. AmeriCorps and CDC Award $76 Million in Funding to Support Public Health Needs Nationwide
July 9, 20024 - AmeriCorps, the federal agency for national service and volunteerism, and the Centers for Disease Control and Prevention awarded more than $76 million, including $42 million in new funds, to continue building the capacity of the public health workforce through service, including programs addressing mental health, chronic disease prevention and public health readiness. Montclair State University specifically the Montclair State University Healthy Communities Corps was awarded $731,407. The New Jersey Community Development Corp was also awarded $269, 843. Finally, the Rutgers Camden Public Health AmeriCorps at Rutgers University was awarded $214, 627.

HUD Awards Funding to Help Families Find Housing in Neighborhoods with HUD Vouchers
July 8, 2024 - The U.S. Department of Housing and Urban Development (HUD) announced $1.5 million in Housing Mobility-Related Services Planning awards to 25 Public Housing Agencies (PHAs) across 14 states. These funds enable PHAs to implement programs in their communities that help families using Housing Choice Vouchers (HCV) find housing in better-resourced opportunity neighborhoods. July 2, 2024 — The U.S. Department of the Treasury announced the approval of plans for an additional $10 million in technical assistance (TA) funding under the American Rescue Plan Act’s State Small Business Credit Initiative (SSBCI) TA Grant Program. Part of President Biden’s economic agenda, the SSBCI TA Grant Program supports programs that provide legal, accounting, and financial advisory services to qualifying small businesses. HUD Awards $26 Million to Address the HIV Epidemic through Housing
June 28, 2024 - The U.S. Department of Housing and Urban Development (HUD) awarded $26 million in Housing Interventions to End the HIV Epidemic program funding. Grantees receive a one-time award to fund housing assistance and supportive services for eligible individuals and families, coordination and planning activities, grants management and administration.This funding will go to 11 communities across the nation. The Center in Asbury Park, NJ was among the awardees receiving $2,500,000.

June 27, 2024 - As part of President Biden’s Investing in America Agenda, the U.S. Department of Energy (DOE) announced more than $7.3 million from the Industrial Assessment Centers (IAC) Implementation Grants program for 37 small and medium sized manufacturers. This nationwide program will make improvements at their facilities to save energy, reduce climate pollution, and strengthen the domestic manufacturing sector. Two manufacturers were awarded in New Jersey. Absecon Hills located in Cologne NJ was awarded $283,937. While, Atlantic County Utilities Authority located in Atlantic City was awarded $300,000.

June 26, 2024 - The White House and HUD announced 21 awards totaling nearly $85 million under the Pathways to Removing Obstacles to Housing (PRO Housing) program. PRO Housing provides grant funding to communities that have been actively taking steps and demonstrating progress in addressing local housing barriers such as outdated local regulations and land use policies, inadequate infrastructure, lack of available financing for development, and risks associated with extreme weather and an aging housing stock. Winners of the inaugural PRO Housing competition will update state and local housing plans, revise land use policies, streamline the permitting process, provide construction funds, and take other actions to create more housing-forward communities. US DOT Announces $1.8 Billion in Infrastructure Grants Across the Country
June 26, 2024 - The U.S. Department of Transportation (DOT) awarded the Borough of Carteret $5,613,489 to carry out their Intermodal Transportation Building Project. This project will fund the construction of an approximate 50,000 square-foot intermodal transportation building with three full stories on approximately 8.67 acres at its waterfront. The project site will include a mixed-use intermodal transportation center consisting of a passenger terminal and Port Authority office space. The project site will also connect to a 20-foot-wide elevated pedestrian boardwalk, fixed pier, floating docks, wave screen, and handicap access ramp.

June 20, 2024 - At Bradley Beach, NJ, The U.S. Environmental Protection Agency (EPA) regional administrator Lisa Garcia announced $258,000 in grant funding to help New Jersey’s coastal communities protect the health of beachgoers. The funding will assist New Jersey in conducting water quality monitoring and public notification programs for their beaches. This funding supports the important work done through a longstanding partnership between the DEP and local health departments to monitor and report on water quality so that residents and visitors can enjoy carefree and fun days at the beach.

June 20, 2024 - The U.S. Department of Health and Human Services (HHS), through the Health Resources and Services Administration (HRSA), awarded $56 million to support HRSA-funded health centers’ commitment to high-quality care through new investments in modernized technology. HRSA-funded health centers provide primary care to 30 million people and serve patients regardless of ability to pay. HRSA awarded a total of $978,552 to 23 New Jersey Health Centers to Improve Quality Health Services in High-Need Communities.

USDA Awards $50 Million to Support Farmworkers and Agricultural Employers
June 14, 2024 - The U.S. Department of Agriculture (USDA) announced it is awarding $50 million to 141 awardees in 40 states and Puerto Rico, through the Farm Labor Stabilization and Protection Pilot Program (FLSP Program). Moonshot Farms and Alstede Farms were two NJ farms among the awardees, receiving a combined total of $600,000. The awards will help improve the resiliency of the U.S. food supply chain by addressing agriculture labor challenges and instability, strengthen protections for farmworkers, and expand legal pathways for labor migration.

HUD Awards $10 Million in Grants to Combat the Homeownership Gap Through Housing Counseling
June 17, 2024 - the U.S. Department of Housing and Urban Development’s (HUD) Office of Housing Counseling awarded a total of $639,403 in grant funding to three New Jersey counseling agencies under its Homeownership Initiative. This initiative provided grants to 23 HUD-approved housing counseling agencies. The funding will support activities by these agencies to prepare and equip prospective homebuyers to successfully navigate the home buying process and guide them in accessing the affordable homes they deserve.

EPA Announces More Than $12 Million in Rebates for Clean School Buses Across New Jersey
May 29, 2024 - The U.S. Environmental Protection Agency (EPA) announced the selections to receive rebates under the 2023 Clean School Bus Program rebate competition, including rebates to benefit kids in New Jersey. Eleven school districts in New Jersey were awarded a total of over $12 million in rebates that will provide almost 70 clean school buses. This rebate program advances important work to improve the health of children who are especially vulnerable to the pollutants emitted by diesel school buses, and complements the Murphy Administration’s Electric School Bus Grant Program that launched at the beginning of this year.

April 22, 2024 - As the Biden-Harris Administration celebrates Earth Day, the U.S. Environmental Protection Agency announced 60 selectees that will receive $7 billion in grant awards through the Solar for All grant competition to deliver residential solar projects to over 900,000 households nationwide. The grant competition is funded by President Biden’s Investing in America agenda through the Inflation Reduction Act, which created EPA’s $27 billion Greenhouse Gas Reduction Fund. The 60 selections under the $7 billion Solar for All program will provide funds to states, territories, Tribal governments, municipalities, and nonprofits across the country to develop long-lasting solar programs that enable low-income and disadvantaged communities to deploy and benefit from distributed residential solar, lowering energy costs for families, creating good-quality jobs in communities that have been left behind, advancing environmental justice and tackling climate change. February 5, 2024 - The U.S. Department of Transportation’s Federal Transit Administration (FTA) announced nearly $110 million in funding to eight public transportation providers and state Departments of Transportation in six states and one U.S. territory to help communities recover from recent natural disasters. The support, provided through FTA’s Public Transportation Emergency Relief (ER) Program, will help agencies repair damaged equipment and facilities and recoup costs for evacuation and rescue operations following floods, hurricanes, and tornadoes that occurred in 2017 and 2020-22. NSF Awards $150 Million for 10 Regional Innovation Engines
January 29, 2024 The National Science Foundation (NSF) announced the awards under the CHIPS and Science Act to establish 10 Regional Innovation Engines across 18 states. FHWA Provides $729.4 Million for Disaster Repairs Through Emergency Relief Program
January 23, 2024 - As part of the U.S. Department of Transportation’s coordinated approach to help states repair and rebuild roads and bridges, the Federal Highway Administration today announced it is providing $729.4 million to be used to support repair needs following natural disasters, extreme weather, or catastrophic events, such as hurricanes, flooding and mudslides. The Bipartisan Infrastructure Law provides $15 billion for airport-related projects as defined under the existing Airport Improvement Grant and Passenger Facility Charge criteria.
