The New Jersey Pinelands Commission is an independent state agency whose mission is to preserve, protect, and enhance the natural and cultural resources of the Pinelands National Reserve, and to encourage compatible economic and other human activities consistent with that purpose. The Commission implements a comprehensive plan that guides land use, development, and natural resource protection programs in the 938,000-acre Pinelands Area of southern New Jersey.

DUTIES AND RESPONSIBILITIES:

- As part of a development team, creates and maintains N-tier applications using Visual Basic, C#, .NET, SQL, and Oracle.
- Responsible for programming tasks of moderate complexity for existing and new systems.
- Responsible for the development of support documentation and user training.
- Occasionally assists in other MIS support activities, including hardware and software installation and maintenance, providing users with
   technical support, and assisting in network troubleshooting.
- The position will be eligible for participation in the State’s telework pilot program.

EDUCATION and EXPERIENCE:

Bachelor’s degree in Computer Science or related field and one (1) year of computer programming, information system design and analysis experience.

or Associate degree in computer science or related field and two (2) years of computer programming,
information systems design and analysis experience.

or three (3) years of computer programming, information systems design and analysis experience.

NOTE: A certificate or diploma from a career training institute which is accredited by an organization such as the Accrediting Commission of Career Schools and Colleges of Technology or the Accrediting Council for Independent Schools and Colleges may be substituted for an Associate Degree.

NOTE: A Master’s degree in a related field may be substituted for one (1) year of experience.

PREFERRED QUALIFICATIONS:

- Exposure to modern object-oriented programming languages, design concepts, and techniques, database design and operations.
- Experience in VB.NET, ASP.NET, .NET CORE Razor pages, C#, MVC, JavaScript, AJAX, HTML5, CSS, Oracle, and SQL Server
- Experience with Microsoft Teams and GIS technologies such as ESRI ArcMap, ArcSDE, ESRI JavaScript API

NOTE: Salary is commensurate with experience, starting at $57,500.

Planning Specialist -- Environmental Technologies Coordinator

POSITION DESCRIPTION:

The New Jersey Pinelands Commission is an independent state agency whose mission is to preserve, protect, and enhance the natural and cultural resources of the Pinelands National Reserve, and to encourage compatible economic and other human activities consistent with that purpose. The Commission implements a comprehensive plan that guides land use, development, and natural resource protection programs in the 938,000-acre Pinelands Area of southern New Jersey.

The Commission is seeking a full-time Planning Specialist to coordinate the Commission’s environmental technology programs. A key responsibility of the position involves review of stormwater management design and municipal stormwater management plans, landfill closure plans, dredging plans and proposals for the commercial use of advanced wastewater treatment systems associated with land development applications.  The position will also be responsible for ongoing monitoring and implementation of the Commission’s Alternate Design Treatment Systems Pilot Program and coordination with the NJ Department of Environmental Protection on proposed rulemaking and permitting activities related to stormwater management, wastewater treatment, water quality and landfill closure.  Other projects may be assigned in response to emerging environmental and regional planning priorities of the Commission.

Duties and Qualifications  

Well-qualified candidates will have strong communication skills and experience with review of stormwater management plans and regulations, both for site-specific design and as part of municipal master plans.  The ability to read and interpret engineering plans, environmental laboratory data reports, regional land use regulations, municipal ordinances and state regulations, and the ability to communicate findings both verbally and in writing will be necessary.  Demonstrated knowledge or certification in wastewater treatment, site remediation, and/or soil erosion and sediment control is preferred. The position requires extensive interaction, meetings and correspondence with applicants, other state agencies and county and municipal officials. Knowledge of the Pinelands Comprehensive Management Plan and an understanding of Pinelands ecosystems is a plus, but not required.  The incumbent must work successfully both individually and as part of a team to achieve goals.  Commission staff work simultaneously on multiple projects and must be able to prioritize and manage time efficiently to meet regulatory and project deadlines.  Some local travel will be required to perform site inspections and other field work and to attend meetings within central and southern New Jersey.

Required skills include proficiency with Microsoft Office tools such as Word, Excel, PowerPoint, and Outlook, as well the ability to use Teams to facilitate remote collaboration. A Driver’s license is required.  Desired skills include proficiency with ArcGIS and other ESRI products or similar GIS software. This position has no supervisory responsibilities.

Salary will be commensurate with experience, starting at $64,664. REQUIREMENTS:

EDUCATION and EXPERIENCE: A Bachelor’s degree with concentration in environmental science, civil, environmental or chemical engineering, environmental planning or a related field and two years of experience is required. A Master’s degree in a related field may substitute for one year of experience. Possession of a Registered Environmental Health Specialist License, a Wastewater Treatment Plant Operator License, a Subsurface Evaluator License, a Professional Engineer License and/or a Licensed Site Remediation Professional credential is desirable.

POSITION DESCRIPTION:

The Commission implements a comprehensive plan that guides land use, development, and natural resource protection programs in the 938,000-acre Pinelands Area of southern New Jersey.

Under close supervision, assists applicants, consultants, members of the general public and municipal officials; records and tracks communications and contact information, coordinates flow of applications within or between Commission offices; performs research, investigates facts and provides administrative support for the Regulatory Programs Office by performing the duties listed below.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Communicates with applicants, consultants, members of the general public and municipal officials by phone, email or in-person regarding development application requirements and the application process
  • Confirms receipt of application materials
  • Ascertains and communicates the status of applications in progress
  • Schedules pre-application conferences and reserves office space for in-person meetings
  • Schedules in-office file reviews; retrieves documents and coordinates preparation of files for review
  • Answers questions from the public about a property’s location in the Pinelands Area, its Pinelands management area and municipal zoning designation, and the presence of wetlands by utilizing the Commission’s interactive map
  • Consults with Regulatory Programs and Environmental Specialists to obtain accurate answers to questions related to Comprehensive Management Plan standards and procedures and municipal ordinances
  • Tracks inquiries and responses by entering transactions in the Pinelands Commission Information System
  • Responds to inquiries in a timely, efficient and courteous manner
  • Ensures efficient, timely and courteous assistance to Commission staff
  • Processes incoming mail related to applications and property inquiries
  • Reads and interprets maps and records
  • Provides copies of application-related documents, reports and other information as requested to other Commission staff, including materials related to OPRA requests
  • Provides general administrative support to the Regulatory Programs Office

 QUALIFICATIONS:

  • Excellent customer service skills via telephone, email and in-person
  • Verbal and nonverbal interpersonal communication skills, including the ability to deal with unhappy applicants and diffuse difficult situations
  • Ability to gain considerable knowledge and understanding of the Pinelands Comprehensive Management Plan, the Commission’s interactive map and municipal zoning codes and standards
  • Ability to gain considerable knowledge of the Pinelands Commission Information System, filing system and general office procedures
  • Ability to provide services to a wide variety of customers in a timely, efficient and courteous manner
  • Ability to convey technical regulations and requirements to applicants and the general public
  • Considerable knowledge and ability to create, maintain and produce data, spreadsheets and basic correspondence with applications, as requested

SUPERVISORY RESPONSIBILITIES:  None

EDUCATION and/or EXPERIENCE: Minimum 6 months experience in customer service, municipal land use or an environmental/public regulatory environment.  Post secondary education and/or specialized training in land use or an environmental discipline may substitute for required experience.
