TP-287
Question 1: In the Scope of Work for CI Inspection Services on TP-287, it states that the Nicet 3 Bridge Inspector be experienced “in one bridge construction over active railroad (NJ Transit) project is required”. Please clarify whether work over other active Railroads will be qualified and be allowed and if NJ Transit was shown in parentheses as an example of an active Railroad.
Answer 1: Bridge Construction over active railroad (Amtrak, NJ Transit and PATH) would be considered to meet project’s section 10 requirements.
Question 2: The TP-287 solicitation calls for experience over active railroad (NJ Transit). Since this project involves construction of a bridge over an active high frequency passenger rail line, we understand that experience on bridge over low frequency freight rail line such as CSX/Conrail, NJRC, NJSL, etc. is not relevant. However, please confirm experience on bridge construction over passenger rail line with high frequencies such as Amtrak, NJ Transit, PATH (which at times shares the same tracks) would be considered to meet project’s section 10 requirements.
Answer 2: Bridge Construction over active railroad (Amtrak, NJ Transit and PATH) would be considered to meet project’s section 10 requirements.
Question 3: Can a SBE certified firm submit as the Prime Consultant and meet the 25% SBE goal without the need of utilizing another SBE firm as a subconsultant?
Answer 3: Yes.
