The construction on this project has been completed.

In July 2010, the New Jersey Department
of Transportation (NJDOT) awarded a
$148 million construction project to
replace the Route 3 moveable bridge
over the Passaic River, with a fixed
bridge, and construct full shoulders,
acceleration and deceleration lanes,
and noise barriers between Main Avenue
in Clifton, Passaic County and the
Route 17 Interchange in Lyndhurst and
Rutherford, Bergen County. The work
will be done in stages in order
to minimize construction impacts on
the community and expedite construction.
Under prior contracts, the Park Avenue
Overpass in Rutherford has been replaced,
and the Passaic Valley Sewerage Commissioners'
existing nine foot high sewer, which
passes under Route 3 in Clifton, has
been rehabilitated.
Design
NJDOT commenced the Final
Design phase of the Route
3 Passaic River Crossing
Project in February 2006.
Meetings were held
with the communities of
Clifton, Lyndhurst and
Rutherford since 2001.
Valuable input and concerns
were received, particularly about
aesthetics and quality-of-life concerns,
such as noise wall heights and designs
and the mitigation of lost
vegetation. Each of the
communities adopted
resolutions in support
of the installations of
noise walls, the design
of which is being fine-tuned
by NJDOT.
As a result of budgetary
constraints, NJDOT "smart
sized" the project,
which involved significant
revisions to the project's
scope, schedule, construction
costs and project configuration.
The goal of the smart solution
approach was to reduce
costs while fulfilling
the project needs. The
project was broken
into one main project with
other components:
- Route
3 over the Passaic
River (the main
project) from Main
Avenue in Clifton to
the Route 21 ramps
will be constructed
in three stages to
address the south side
of Route 3 (eastbound)
and the north side
of Route 3 (westbound).
This project was advertised
for bids during Winter
2010.
- Park
Avenue Bridge Replacement
over Route 3 was
completed as a
separate contract,
which included the
construction of intelligent
transportation devices
along Route 3 for improved
traffic control.
- Kingsland
Avenue properties in
Clifton have been acquired
and a demolition contract
has been completed.
- Passaic
River Bridge will
be a fixed bridge with
a 30' vertical clearance
over the Passaic River
and 16' 6" over
Riverside Avenue. For
safety reasons, interim
repairs were made
from August 2007 through
February 2008 to the
open steel grating
deck.
- Orient
Way and Ridge Road
Bridges replacements
have been deferred.
Shoulders will be widened
and noise walls built
in anticipation of
future replacements
of these bridges.
